How to add a certain voice effect

So in the first 14 seconds of the song ( there is a sort of radio static effect before the voice comes out from the background after the intro.

I was wondering how you add that effect using audacity (if it's even possible). I tried using the low pass filter but it doesn't have the same result.

I didn't hear anything radio static-y after the intro there? o.O Can you specify the timestamp where it occured?

But if it's just the sound of a radio static, I imagine you can just put a track of a radio static into audacity, ant tweak around that, no?

ops, I think I described it wrong. The vocals in the first 14 seconds of the song sounds a bit different to the vocals after 14 seconds, but I don't know how to put that difference into words lol.

Hmm I'm not sure myself how to do that effect. But I just happened to see this other thread, where someone linked a tumblr and forum for utaite/youtaite tips also related to mixing. Maybe it'll help to ask there? (Sorry for being unable to answer your question ^^;;)
