Well, I would like to create a page for the song "Akatsuki Arrival" but I'm not sure if it meets the requirements
It needs a minimun of 15 covers, and there is 18 singers that covered it, but there is 2 singers on each cover.
So its counts as 18 covers or 9 covers?

Actually, just on NND alone there are 15 utattemita with more than 10,000 views and 2 others that are from utaite with pages on the wiki.
To answer your question, a cover is a counted by the video number, not number of singers. There are special requirements for songs with 3 or more singing roles. These requirements can be found on the Qualifying singers page.
