I know there's a lot of issues with song rights and things, so the utaite just pay for the rights or are their CD's only considered like promotion and can sell like doujinshi in Japan?
Okay before I start discussing this I'd like to say that I'm not expert in this field.
I don't think utaite have to pay for any rights or anything especially since the whole VOCALOID franchise has done a lot of things to allow for producers and such to do what they do without getting sued for it as VOCALOID is entirely dependent on its fanbase (though I suppose this is true for the doujin community was well). I do know that if a utaite does want to produce a CD with covers from specific producers, they must ask for the permission of the producer before being allowed to.
Okay to cut the answer short, yeah, I guess it is considered like promotion since most utaite do sell their CDs at conventions like doujin are.
So long as its your own work then yeah.
What if it was a cover CD? (I'm just curious, because I found a person on dA sometime ago, trying to sell it; I'm not a singer)

Do you mean a CD with a bunch of covers on it? That's...well...I would think that, that's not allowed since one utaite even got in trouble for performing a live randomly out of nowhere that included Vocaloid songs (no one paid for that live by the way, it was technically a free concert but the utaite got in trouble for it)....I would advise the person to take it down....
