So I was just wondering, is there any copyright issues for utaite? Like do they have to actually ask permission from the original producer, and do they have to pay?
To my understanding if the producer provides an off-vocal and lyric sheet than usually the utaite does not need to ask for permission. It mostly depends on the individual producer's terms.
Anime covers is trickier... I'm not too sure. If it's a remix where the instrumental was completely remade or an actual instrumental was released I think it's fine... IDK on that one.

It's only fine if the official released instrumental was released publicly for free. If it's part of a CD or something, then yeah, some people can cover it and get away with it because the anime company doesn't care, but usually it will result in a copyright strike and audio takedown.

What do you mean original videos? Like Nico Nico Indies? No matter what the genre is, if the instrumental is released publicly and the instrumental maker doesn't prohibit use of the instrumental, then it is probably fine to use.
I mean like the original PVs, for example Giga-P posted Gigantic O.T.N, Plus Boy, Hibikase etc. Can we use it without asking for permisson?
Depends on how you want to use it. For utattemita, parodies, mashups, choruses,, etc, it's fine. If you just want to reprint it, or use it in a different kind of video (like a homage to len idk) then it depends on the producer, I guess.
I'm also thinking of covering ikanaide(Don't go) what copyright problems might I face?
and how could I avoid them?
